World Bank Revises Ukraine Rebuild Cost Estimate Upward

(MENAFN) The World Bank on Monday sharply revised upward its estimate for rebuilding war-torn Ukraine, putting the price tag at $588 billion through the end of last year — a $64 billion jump from its previous $524 billion projection.

The updated figure, covering a 10-year reconstruction horizon, represents nearly three times Ukraine's entire gross domestic product for 2025, as the country enters its fourth year of war against Russia.

"With the support of development partners, the Government of Ukraine is taking significant steps to meet recovery and reconstruction priorities for 2026, including public investment projects and essential recovery support programs such as funding for destroyed housing, demining, and multisector economic support programs, totaling more than $15 billion," the bank said.

The World Bank added that no less than $20 billion in reconstruction needs have already been addressed since February 2022, through emergency repairs and early recovery work spanning housing, energy, education, transportation, and other critical sectors.

Direct Damage Surpasses $195 Billion
Confirmed direct damage across Ukraine has climbed to over $195 billion, up from $176 billion in the prior assessment, with housing, transport, and energy bearing the heaviest toll.

"Damage, losses and needs remain concentrated in frontline oblasts and major metropolitan areas," the bank said.

The institution flagged a 21% rise in damaged or destroyed energy assets since its last report, while reconstruction needs in the transportation sector surged approximately 24% year-over-year. Meanwhile, 14% of Ukraine's total housing stock has been damaged or destroyed as of late last year, displacing or affecting more than 3 million households.

Transport leads all sectors in recovery costs, requiring over $96 billion, followed closely by energy at nearly $91 billion and housing at almost $90 billion. Commerce and industry needs exceed $63 billion, while agriculture demands surpass $55 billion.

Explosives clearance and debris removal — despite measurable progress in demining operations — are projected to cost nearly $28 billion.
