OpenAI Revises Pentagon AI Deal Amid Concerns Over Surveillance Fears
The company’s CEO, Sam Altman, acknowledged in a message to employees that the agreement, struck shortly after the Pentagon ended its contract with the previous AI provider Anthropic, appeared “opportunistic and sloppy.” He wrote, “We shouldn’t have rushed to get this out,” adding that issues surrounding military AI use are “super complex” and require clearer communication.
Under the updated terms, OpenAI will explicitly prohibit its technology from being used for domestic mass surveillance or by defense intelligence agencies, including the National Security Agency (NSA). The company also reaffirmed that one of its “red lines” is the ban on using OpenAI models to control autonomous weapons systems.
The initial agreement came shortly after Anthropic was removed as the Pentagon’s AI provider.
Anthropic had previously stated that using AI systems for mass domestic surveillance would conflict with democratic values.
Following this stance, US President Donald Trump criticized the company as “left-wing nutjobs” and ordered federal agencies to cease using its technology. Subsequent steps saw the State, Treasury, and Health and Human Services departments discontinue Anthropic’s AI products after the Department of War designated the company a supply chain risk.
Trump has since instructed all US government agencies to phase out Anthropic systems, following the decision of Defense Secretary Pete Hegseth.
